Job Title: Reactor Inspector (Inspection Service)
Description
BACKGROUND The U.S. Nuclear Regulatory Commission (NRC) is proud to be ranked as a BEST Place to Work in the Federal Government. We've earned our top ratings by creating a work environment rich in opportunity, diversity, leadership training, teamwork, and work life balance. Help guide our nation into the next generation of nuclear safety! Begin a challenging career with the U.S. Nuclear Regulatory Commission where you can be part of a select group of professionals who protect people and the environment with the peaceful use of nuclear materials in medicine, industry and research. DUTIES This position is located in Lisle, IL, Region III Office, Division of Reactor Safety, Engineering Branch 1. As a member of the staff in the Division of Reactor Safety, Engineering Branch 1, you will inspect and evaluate the effectiveness of a wide variety of licensee engineering programs, performance, and support activities for nuclear facilities in such areas as design verification, plant modifications, and equipment evaluation, maintenance, performance, and testing. This position places particular emphasis on mechanical systems and components, in-service inspection processes, and plant equipment degradation. A strong focus is placed on material selection; weld design and field installation; nondestructive and destructive examination of piping, plant equipment, and welds; degradation mechanisms; aging management; root cause evaluation of equipment, material, and weld failures; evaluation of degraded components for continued service including evaluation of wear rates, crack propagation, and impacts on component and safety system function; and temporary and permanent repairs. You will conduct substantive work at nuclear power plant sites with an emphasis on in-plant observation and evaluation of equipment and interaction with facility engineers to ensure compliance with regulations and industry codes and standards and identification and resolution of plant safety issues. You will also perform reactive inspections and assessments in response to events at nuclear facilities. QUALIFICATIONS EXPERIENCE: In addition to the basic education/professional knowledge requirements described below, in order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level, GG-12, in the Federal service or equivalent experience in the private or public sector. Generally, to meet this level of experience, you would need 3-5 years of post-degree SPECIALIZED EXPERIENCE. SPECIALIZED EXPERIENCE is defined as work experience applying any of a variety of relevant professional engineering disciplines (e.g., nuclear, electrical, mechanical, metallurgical, structural, chemical) in the industries of nuclear power and/or nuclear materials. Such experience should have provided you with the full range of knowledge, skills and abilities addressed in the ideal candidate descriptors that are associated with this job announcement (see below). EDUCATION: You must meet basic education and professional knowledge requirements that apply to Federal engineering positions at all levels. Generally these knowledge requirements are met by having a bachelors or higher degree in a relevant professional engineering discipline (e.g., mechanical, metallurgical, materials, nuclear, structural, chemical, electrical) from a school of engineering with at least one professional engineering curriculum accredited by the Accreditation Board for Engineering and Technology (ABET). However, if you do not possess such a professional engineering degree, you may still satisfy the professional knowledge requirements if you have current Professional Engineer (P.E.) registration in one of the relevant disciplines from any U.S. State or Territory: or if you successfully passed an Engineer-in-Training (EIT) written examination administered by a State Board of Engineering Examiners; or if you have either a related professional degree or at least 60 semester hours of specified engineering-related college courses COMBINED WITH at least a year of professional engineering work experience performed under professional engineer supervision and guidance. Note: Engineering technology degrees are not generally qualifying unless supplemented by other evidence of the individual’s professional knowledge (e.g., current P.E. license or EIT examination results, as discussed above). This educational requirement must be met in addition to the SPECIALIZED EXPERIENCE requirement described above. The IDEAL CANDIDATE for this position must demonstrate in their resume: Demonstrated ability to independently identify or evaluate challenging, high level, and complex technical design and performance issues involving a variety of nuclear power plant mechanical equipment and to resolve such issues in a timely manner. Demonstrated knowledge of the theory, principles, and practices of nondestructive examination (NDE) of piping and mechanical components. Demonstrated knowledge of nuclear power plant in-service inspection programs for mechanical piping and components. Demonstrated ability to evaluate material degradation including determining degradation mechanisms, evaluating operability of impacted components, or evaluating or implementing mitigation or repair strategies. Emphasis placed on actual experience in applying related NRC or ASME Code requirements as well as commercial nuclear power industry initiatives. Demonstrated ability to communicate effectively both orally and in writing.
