| Duties & Responsibilities:
-Manage contracts to ensure effective administraton of subcontracts. Responsible for implementation of the Standard Work Process procedures and automated subcontract management systems. Responsible for the training of personnel assigned to support subcontract administration. Possess comprehensive knowledge of subcontract management.
-Provide support to Marketing and Projects in the formation of prime contracts, particularly to the extent formation may affect successful management of the prime contract, including participating in the proposal, prime contract review, joint venture and/or (sub)contract partnering, and risk assessment process.
-Participate in functional management team reviews.
-Work with the Project Manager and project team to identify and maintain the prime contracts baseline and to develop a Prime Conract Management Program for the project consistent with industry practices and procedures, typically including a Contract Management Responsibilities Matrix, a Contract Requirements Action List, a Contract Notice Requirements Action List, a Project Change Order Procedure including the Pending Items Program, and mechanisms to monitor project compliance with prime contract terms and conditions and maintain the project baseline.
-Provide ongoing training in the various aspects of prime contract management to Project Managers and to other key members of project teams and corporate staff to address prime contract management principles, (sub)contract formation and administration, identification, preparation and resolution of claims.
-Work with Project Managers to ensure that entitlement to addtional time and compensation is properly documented and communicated to the customer.
-Provide claims identification, development and presenation support to the project team, assisting in the management and resolution of claims as required.
-Working with construction, engineering and procurement, ensure (sub)contracts and contracts role in construction management contain appropriate lowdown of prime contract terms.
-Ensure projects are staffed with qualified/trained personnel responsible for the prime contract and (sub)contract management functions. In coordination with line managers and senior functional and organization managers, review financial data for projects on a regular basis to identify projects with deteriorating profitability which may need specialized contracts/claims support.
-Recommend, develop and implement programs to maintain contracts capabilitiy required to support current and forecast work in line organizations; incorporating lessons learned, changes in contract policies and strategies, and new approaches to contract management.
-Provide specialized trouble-shooting to projects.
-Develop, guide, and mentor contract professionals assigned to line organizations and projects.
-Identify candidates for inter-organization transfers and provide support as needed.
-Direct development of automation tools or evaluate proposed tools for improving the productivity or contributing to the effectiveness of the contract work process.
-Provide contracts reviews/audits to projects to identify potential contract problems and process improvement opportunities. Assist in the development and implementation of systems and resources necessary to make improvements.
-Provide prime (sub)contract claim support and resources to project teams to prepare and negotiate claims as required.
-Promote the development of multi-function software programs that lead to greater efficiency.
-Participate in industry organizations and forums to communicate MNES contracts capabilities and corporate commitment to contracts.
Knowledge, Skills & Abilities:
-Bachelor's degree in Engineering or Construction Management
-Minimum 15 yrs exp in engineering/construction field
-Demonstrated leadership and teamwork capabilities suitable for working effectively in a matrix organization and leading a workforce comprise of many nationalities and backgrounds.
-Proficiency in the formation and administration of prime contracts.
-Demonstrated capability to prepare and make effective presentations to customers, line managers, project managers and project teams.
-Broad knowledge of contracts management or claims primarily on projects in the contracts specialty.
-Some business travel may be required.
-Must have legal right to work in U.S.
-Must be willing to relocate
Preferred skills:
-Master's degree in Engineering or Construction Management
-Bilingual in Japanese is very helpful
-Proficiency in the formation and administration of (sub)contracts through several steps of bidder pre-qualification, compilation of bid requests, receipt of bids, bid evaluation, award, monitoring the performance of contractors, back charge procedures, resolution of claims and disputes, and other such related steps.
-Experience in pricing, contracts law, contract drafting, administration and negotiation of change orders, effective correspondence, planning and scheduling.
-Direct experience in managing workload distribution and execution of the work, as well as personnel interviewing, selection, salary planning, classification changes, performance evaluation, career counseling, transfers and terminations. |
