Duties/Responsibilities
This position will be responsible for leading the development, implementation and maintenance of programs and methods associated with the functions of the Procurement Engineering Group (PEG) related to the requisitioning and procurement of equipment and material. This will include developing work methods and procedures that integrate the activities of PEG with the business enterprise systems selected by MOX Services for long-term for the MFFF.
The position will be expected to work seamlessly with other organizations to develop the needed understandings, methods, and tools to provide the most efficient integration of work needs into the project selected business enterprise systems.
The position will be responsible for ensuring completion of work assigned in accordance with the project΄s schedule and budget, ensuring that work plans and deliverables generated are sufficient and technically adequate, and work is performed and deliverables prepared in compliance with project procedures, guidelines and policies.
The position will report to the Manager, PEG.
This position potentially will supervise a group of 2 to 6 technicians, engineers and technical specialist in the long term as the function of this position evolves and matures.
As the first line supervisor, the position is responsible for work assignments to assigned staff, providing technical and business direction to staff as required, monitoring the performance of individuals to ensure schedule commitments are met, reporting progress toward work completion, monitoring performance against an assigned budget, providing management periodic status updates and briefings on group performance and special items of interest.
The lead is expected to set priorities of work assigned to staff and adjust priorities as needed to ensure completion of work per schedule.
The lead should expect to interface daily with his manager to update status on critical work items, identify resources constraints and other impediments that hinder completion of work on schedule, and identify issues that are of potential impact to the project as a whole and of potential interest to senior management.
The Lead will be responsible for identifying and justifying need for additional staff, defining the attributes needed for new hires, coordinating the hiring process with HR and monitoring new employee performance during the period of initial employment and preparing periodic performance evaluations.
This position will need to actively coordinate daily work activities within the group as well as external to the group.
Working interface and communication with other project organizations such as Procurement, QA, other Engineering disciplines, Construction and Operations will be required and often on a daily basis.
Such interfacing will be a core function of the Lead and will often involve working out conflict in the priority of support needs from and technical and quality concerns of other groups, as well as assisting staff to facilitate resolution of open requests, issues and needs pending with other groups.
Good verbal communication and interpersonal skills are essential, as well as a willingness to be proactive to engage others in verbal discussion to get issues resolved quickly.
This position will be expected to travel for business needs when required. However, travel outside of the local site area is anticipated to be infrequent.
Required Qualifications:
Bachelor΄s Degree in Mechanical, Nuclear, Chemical, or Industrial Engineering or equivalent combination of education and years of experience.
Five (5) or more years of experience working with or developing methods and processes that utilize a business enterprise system in the conduct of equipment and material requisitioning.
Three (3) or more years of experience supervising a staff of 3 or more engineers and/or technical professionals.
Excellent written and oral communications skills. Must be organized, pay attention to detail and provide consistent follow-up on issues.
Experience with establishment of major engineered equipment subcontracts, review and evaluation of proposals; review, evaluation and negotiation of changes orders dealing with scope revisions and schedule impacts (and/or change order development and negotiation); payment/invoice evaluation and approval; schedule and progress tracking and analysis; and coordination of submittal reviews and approvals.
Possesses self-start initiative and a positive teamwork attitude toward execution of assignments.
Competent in the use of personal computers using common workplace software applications associated with Microsoft Office, with particular emphasis on Word and Excel.
Desired Qualifications:
Experience with requisitioning and procurement of major engineered equipment items and standard commodity materials using business enterprise applications, review and evaluation of proposals; review, evaluation and negotiation of changes orders dealing with scope revisions and schedule impacts (and/or change order development and negotiation); payment/invoice evaluation and approval; schedule and progress tracking and analysis; and coordination of submittal reviews and approvals.
Experience and demonstrated success developing methods and procedures to support implementation of PassPort or other similar business enterprise applications in the phases of equipment and material ordering, specifying ordering requirements and item cataloging, specifying receipt inspection criteria, and material receipt acceptance.
Familiarization with QA provisions typically applied to work performed for the nuclear industry.
Experience working projects that utilize Primavera P3 scheduling application or similar product using CPM methodology.
Experience involved with procurement engineering, construction, development of product or fabrication related specifications.
Experience working with procurement of major engineered equipment in accordance with the FARs and DEARs.
