PROJECT ENGINEER - 4675
Position Role:
The Idaho National Laboratory (INL) is seeking a Project Engineer to work in the Irradiation Testing Department. The Engineer will apply and develop advanced concepts and techniques. Work on unusually complex problems and provide solutions which are highly innovative and ingenious. The Engineer will manage, coordinate, and administer projects, from the conceptual stages through planning, implementation, and project closeout. Develops irradiation program objectives and leads project teams to ensure successful irradiation of experiments in the Advanced Test Reactor (ATR). Work with ATR engineering and INL Nuclear Operations staff to plan and perform engineering activities required for specimen and capsule design, fabrication, receipt, irradiation, handling, and shipments. Prepare project documents to be used for irradiation test and reviews supporting analyses. Develop budgets and schedules, enlist required resources, monitor progress, and initiate action to assure project objectives and schedules are met and work is performed to expectations. Monitor performance of project staff and provide feedback, as necessary. Implement strategy, as defined by customers and use innovative approaches to develop solutions and coordinate the final turnover of the project to the customer. Establish and maintain a strong and effective customer relationship. Provide leadership and direction for the integrated project team. Must have excellent communication skills and customer interface experience. Must be familiar with particular technical and programmatic emphases and be able to lead ATR irradiation projects. Knowledge of nuclear facilities and operations, specifically ATR, is a plus. Additional Responsibilities Include: ** Develop project requirements with the customer. Establish project plans to ensure completion in a safe manner, within budget, on schedule, and in conformance with the appropriate standards and specifications. Lead the coordination of the work execution with appropriate organizations. Develop project execution strategy and ensure cost effective solutions are developed in accordance with safety, environmental, and quality objectives. Prepare Project Execution Plans, to include scope definition, budget, schedule, and resource needs. Ensure the scope is clearly defined, deliverables are well understood by the customer, and the schedule is reasonable and has been coordinated with the performing organizations. Coordinate all ATR experiment work with ATR Engineering and Operations organizations. Coordinate Materials and Fuels Complex (MFC) fabrication and post irradiation examination with MFC Engineering Operations and Nuclear Materials organizations. Prepare Field Work Proposals for DOE-funded work.
** Review and approve project control plans including trend program, cost estimates, forecasts, schedules, financial reports, purchase orders, and subcontracts. Report status and variance. Prepare and/or review periodic project status and cost and schedule variance reports and provide direction for corrective actions.
** Support initiatives for the Nuclear Programs division and the Irradiation Testing department through proposal development and identification of new business opportunities.
Qualifications
Project Engineer Level 3: Bachelor Degree and 7 years of related experience;or Advanced degree plus 5 years related experience
Project Engineer Level 4: Bachelor Degree and 11 years of related experience; or Advanced degree plus 9 years related experience.
Special Requirements: Knowledge of nuclear facilities and operations, is a plus. Excellent communications skills are necessary to provide interface between organizations and customer.
