Next-Generation Nuclear Plant Quality Assurance Director #4434
Manage, direct, and review work of Next Generation Nuclear Plant (NGNP) Quality Assurance (QA) staff. Provide leadership, management, guidance and oversight of staff in the NGNP QA organization including assigning, planning, scheduling and prioritizing work, and mentoring, training and monitoring or guiding staff performance and development. Responsible for salary and promotion actions, performance reviews, disciplinary actions, training, travel, hiring, transfers, and/or terminations of NGNP QA personnel. Assign work to qualified staff with authorities to meet accountabilities, and advise and assist staff in developing solutions to business needs. Monitor staff progress on assigned work. Ensure that work is planned and completed within established controls, QA requirements, and according to Laboratory priorities and customer-sanctioned schedule, budget and deliverables.
Assist in identification and interpretation of QA requirements and standards applicable to NGNP Project and Very High Temperature Reactor (VHTR) Technology Development Office (TDO) activities, e.g., Nuclear Regulatory Commission (NRC) requirements.
Verify NGNP and VHTR TDO QA processes, systems, and implementing documentation are developed and updated as necessary to accommodate varying life-cycle stages, from R&D through design, procurement, licensing, construction, and operation. Assist NGNP Project Director and VHTR TDO Director in development and maintenance of Quality Assurance Plan (QAP) documentation, including the Quality Assurance Program Plan (QAPP) and implementing procedures, and the deficiency management/corrective action/trending system(s).
Advise NGNP and VHTR TDO management and participants to promote performance assurance and implementation of NGNP and VHTR TDO QA processes and systems. Provide necessary QA-related training and qualified QA staff.
Verify activities affecting quality. Verification functions include identifying quality problems; overseeing supplier qualification and supplier QA implementation activities; recommending solutions to quality problems through designated channels; verifying implementation of solutions; and ensuring that further processing, delivery, installation, or use is controlled until proper disposition of a nonconformance, deficiency, or unsatisfactory condition has occurred. Review supplier specifications and work statements to verify adequate flow-down of quality requirements. Provide ongoing, timely, and candid communications with NGNP Project and VHTR TDO management, participants, and regulating agencies (e.g., NRC and DOE), as appropriate. Assess implementation of NGNP Project and VHTR TDO (including suppliers) QA processes and systems and resolution of identified issues. Measure, analyze, and report QA performance to NGNP Project, VHTR TDO, and INL QA management.
Assign and prioritize work, manage conflicts, and monitor and assess performance of NGNP Project and VHTR TDO QA staff. Provide leadership and mentor NGNP Project and VHTR TDO staff through routine communication, problem solving, and development of and provision for professional and personal development.
Represent NGNP in external nuclear industry QA organizations(such as Nuclear Energy Institute, Nuclear Quality Oversight Managers) to assist in fostering support for NGNP and to identify opportunities to improve/develop applicable processes for INL work related to NGNP/VHTR through meeting and conference participation, document reviews, and audit/surveillance support.
Recommend staffing actions, develop capabilities of staff and other resources by ensuring that staff is competent, trained, and qualified for assigned work, and by managing staff, information, facilities, and equipment. Provide high quality performance feedback to individual staff members. Ensure that staff are effectively utilized, rewarded, and motivated. Support the professional development of staff consistent with Laboratory and personal development goals.
Develop, implement, and monitor budgets, schedules and financial reports for NGNP QA. Advise Sr. management on significant issues relative to NGNP quality assurance.
Qualifications
BS in engineering or other scientific field, with 10 years job-related experience
Must have experience in developing and implementing quality management systems for nuclear facilities and nuclear-related research and development to meet requirements of 10CRF50, DOE Order 414.1, and 10CFR830, and be familiar with national and international consensus standards that are typically applied to meet these requirements (e.g, NQA-1, ANSI N18.7).
Quality Management, Quality Engineer, and/or Quality Auditor certification(s) desirable.
