| BS in Engineering desired. Masters degree, PACE and/or PMP certifications a plus. • Minimum of 10 years of experience in project controls working on large complex construction EPC projects with minimum 5 years in a supervisory capacity. • Minimum of 5 years working at a large A&E firm (i.e. Black & Veatch, Washington Group, etc.). • 5-8 years experience and an advanced degree — or - equivalent and in-depth knowledge in area of specialty. • 7 to 10 years experience in construction and/or maintenance work along with P3 skills. • Extensive knowledge of financial and scheduling analysis/reporting processes. Nuclear background required. • At lest 2 SEM-BPS implementations with a strong accounting and finance background and familiarity with the Planning and Forecasting process. • Experience in supporting listing BPS System for at least 3 months. • Extensive knowledge of financial and scheduling analysis and reporting processes. • Experience in utility financing in an operating nuclear facility.
Manages plan development and execution of new generation construction projects to fulfill the requirements established by the Manager of Projects. Specific duties include, but are not limited to:
· Responsible for resource allocation, schedules, cost and technical adequacy to ensure project is completed in cost effective and competitive manner.
· Responsible for day-to-day activities associated with planning, design, engineering, environmental, licensing, permitting, procurement, construction and start-up to ensure timely completion within the scheduled and budgetary constraints
· Ensures compliance with applicable technical and regulatory requirements
· Provides technical direction on projects to department or project participants.
· Maintains thorough knowledge of new developments and/or technology pertaining to the project. Monitors and recommends changes for improvement.
· Evaluates and selects optimum design alternatives.
· Reviewing vendor and contractor designs, combined operating license application (COLA) technical criteria and technical aspects of vendor contract and specifications
· Evaluating and selecting optimum design alternatives for safe, reliable, efficient (low O&M cost) operation. This involves both review/acceptance of vendor nuclear and power block design as well as design of owner scope systems and programs.
· Evaluating and selecting designs that improve programs and processes that optimize station and personnel efficiency
· Overseeing the development of programs, associated analysis, drawings, specifications and detailed design for fabrication of new and modification of existing plant features, equipment and systems
· Controlling engineering and construction cost through maximization of staff productivity, alliance with vendors and other utilities’ expertise (owner review teams)
· Interacts with business team representatives to gather requirements, prioritize work, develop enhancements to existing systems, coordinate testing, and perform change management I training.
· Developing, implementing and supporting complex layouts, development of planning areas, multi-planning areas, version planning, planning levels, packages and folders and data slices and development of planning functions.
· Leads design process where required to ensure maximization of value engineering and build ability.
· Encourages and maintains moral and general well-being of the Project Team.
· Implements a standard system of project planning, cost analysis, scheduling, estimating, scope control, reporting, and productivity evaluation to support project success in meeting cost and schedule goals.
· Coordinates with Construction Supervision and Project Management on implementation plans, cost, schedules and estimates for major projects and minor modifications assigned to the department.
· Provides leadership and coaching to Schedulers, Cost Engineers and Estimators, and communicates departmental, station, and division goals. *Validates each performer’s ability to impact those goals.
· Manages all site aspects of project controls, reports, and systems required to support tasks related to project development and implementation.
· Provides analysis and recommendations to Project Management, as well as guidance and direction to Project Team Members to avoid cost or schedule variances
