| Job Summary:
Responsible for the following:
1. Manage the Licensing Department in support of COLA licensing objectives.
2. Manage COLA revisions and ensure all sections are integrated into a high quality submittal within project budget and schedule parameters
3. Manage the Licensing interface with the Design Certification and Environmental Report .
4. Develop, institute and maintain, standardization protocol for format and content of COLA sections, consistent with NRC expectations. Establish and maintain related governance (policy and procedures) on behalf of company.
5. Manage the Licensing interface with the NRC, and ensure submittal of certain COLA sections consistent with the need for early NRC review and issue resolution. Negotiate and status NRC schedule performance in support of submittal reviews
6. Manage oversight of NRC licensing activities, interfacing at the Branch Chief level, as related to COLA development and approval, including early site work. Resolve discrepancies to maintain COLA milestones.
7. Manage interface with NRC EPR Branch Chief to ensure support of NRC Project Managers by Licensing Project Managers. Provide next level intervention for problems identified at the Project Manager level.
8. Manage and coordinate corporate resources necessary to develop and maintain a high quality COLA. Develop and implement success criteria and metrics. Monitor COLA project milestones and initiate corrective actions when success is not achieved or projected.
9. Manage the preparation of licensing correspondence to the NRC, and assure appropriate Management review and approval.
10. Manage the development and implementation of appropriate administrative controls needed of a COL applicant including a project quality plan and other administrative practices that satisfy quality requirements
11. Manage Licensing oversight and expertise to interface with engineering/construction and project management aspects and personnel.
12. Develop, institute and maintain staff augmentation and oversight of Licensing staff to achieve goals and objectives utilizing a multidisciplinary team that includes engineering, operations, quality assurance, project management, and licensing resources.
13. Coordinate company resources as necessary to achieve Licensing objectives (e.g., CGG, Legal, FP&A, Procurement & Engineering, Environmental, Risk Management, Accounting, Human Resources) and external project team partners.
14. Develop, institute and maintain monitoring summary of activities, safety performance, cost and schedule progress in terms of actual vs. planned (earned value measurement), key performance indicators (SPI, CPI, earned value), problems, resolutions, and initiating required management interventions.
15. Manages projects maintaining all appropriate safety regulatory requirements.
16. Develop, institute and maintain project outcome providing earliest possible detection of Licensing problems.
17. Serve as member to EPR Design Center Working Group
18. Provide oversight and support for the Corrective Action Program, and create a safety conscious work environmental with a learning organization focus.

Skills/Abilities:
1. Demonstrated ability to lead people. Familiar with leadership and managerial methods for effective personnel utilization.
2. Demonstrated Supervisory skills.
3. Experience with budget development and controls; experience with managing capital budgets preferred.
4. Familiar with work control, project management, and scheduling software.
5. Demonstrated proficiencies in written and oral communication skills at a sufficient level to provide effective oversight of a Licensing Division.
6. Proficient in MS Office products and working knowledge of project software tools.
7. Ability to identify, understand and resolve issues, problems and opportunities; comparing data from different sources to draw conclusions by using effective approaches for choosing/developing appropriate actions.
8. Ability to convey information and ideas through a variety of media to individuals or groups in a manner that engages the audience and helps them understand and retain the message.

11. Thorough knowledge and experience of NRC Rules, Regulations, Organization, Processes, Procedures, Instructions, Inspections, Enforcement, and in-depth understand of 10CFR52.
Education/Experience:
B. S. Degree in Engineering or related field, or equivalent education/experience such as a Licensed Senior Reactor Operator (SRO).
Minimum 15 years of NRC Licensing experience, or equivalent.
Minimum 20 years of experience in the commercial nuclear power operations, engineering, or equivalent.
SRO, or Masters degree in Science or Engineering Preferred
MBA Preferred as well as recent nuclear licensing experience.
Demonstrated Behaviors:

Initiate proactive action to accomplish objectives and goals on time and ensure all assigned tasks are completed.
