Job Title: Environmental Licensing Supervisor
Description
Job Summary: Responsible for the following: 1. Supervise the day to day operation of the Environmental Licensing Section. 2. Supervise Environmental Licensing personnel to ensure the timely completion of assignments, with a quality product, within budget limitations. 3. Supervise Environmental Licensing COLA revisions and ensure all sections are integrated into a high quality submittal within project budget and schedule parameters. 4. Supervise the Environmental Licensing interface with the Design Certification and Environmental Report . 5. Develop, institute and maintain, standardization protocol for format and content of Environmental Licensing COLA sections, consistent with NRC expectations. Establish and maintain related governance (policy and procedures) on behalf of company. 6. Supervise the Licensing interface with the NRC Environmental Project Managers, and ensure submittal of certain COLA sections consistent with the need for early NRC review and issue resolution. Negotiate and status NRC schedule performance in support of submittal reviews. Communicate with the NRC on a daily basis, ensuring responsiveness to NRC needs. 7. Supervise oversight of Environmental Licensing activities, interfacing at the NRC Project Manager level, as related to COLA development and approval, including early site work. Resolve discrepancies to maintain COLA milestones. 8. Supervise and coordinate corporate resources necessary to develop and maintain a high quality COLA. Develop, implement, and meet all Environmental Licensing success criteria and metrics. Monitor Environmental Licensing COLA project milestones and initiate corrective actions when success is not achieved or projected. 9. Supervise the preparation of Environmental Licensing correspondence to the NRC, and assure appropriate Management and stakeholder review and approval. 10. Supervise the implementation of Environmental Licensing administrative controls needed of a COL applicant including a project quality plan and other administrative practices that satisfy quality requirements 11. Supervise Licensing oversight and expertise to interface with engineering/construction and project management aspects and personnel. 12. Develop, institute and maintain Environmental Licensing staff augmentation and oversight of Environmental Licensing staff to achieve goals and objectives utilizing a multidisciplinary team that includes engineering, operations, quality assurance, project management, and licensing resources. 13. Coordinate company resources as necessary to achieve Environmental Licensing objectives (e.g., CGG, Legal, FP&A, Procurement & Engineering, Environmental, Risk Management, Accounting, Human Resources) and external project team partners. 14. Develop, institute and maintain monitoring summary of Environmental Licensing activities, safety performance, cost and schedule progress in terms of actual vs. planned (earned value measurement), key performance indicators (SPI, CPI, earned value), problems, resolutions, and initiating required management interventions. 15. Develop, institute and maintain project outcome providing earliest possible detection of Environmental Licensing problems. 16. Provide oversight and support for the Corrective Action Program, and create a safety conscious work environmental with a learning organization focus. Reports To: Manager, Environmental Affairs Skills/Abilities: 1. Demonstrated ability to lead people. Familiar with leadership and managerial methods for effective personnel utilization. 2. Demonstrated Supervisory and communication skills. 3. Experience with budget development and controls; experience with managing capital budgets preferred. 4. Familiar with work control, project management, and scheduling software. 5. Demonstrated proficiencies in written and oral communication skills at a sufficient level to deliver effective regulatory correspondence in a Nuclear Licensing workgroup environment. 6. Proficient in MS Office products and working knowledge of project software tools 7. Ability to identify, understand and resolve issues, problems and opportunities; comparing data from different sources to draw conclusions by using effective approaches for choosing/developing appropriate actions. 8. Ability to convey information and ideas through a variety of media to individuals or groups in a manner that engages the audience and helps them understand and retain the message. 9. Ability to persuade others, encourage new and innovative ideas and “think outside the box”. 10. Good coaching and mentoring skills. 11. Thorough knowledge of NRC Rules, Regulations, Organization, Processes, Procedures, Instructions, Inspections, Enforcement, and in-depth understand of 10CFR52. Education/Experience:  B. S. Degree in Engineering or Science, or equivalent education/experience such as a Licensed Senior Reactor Operator (SRO).  Minimum 10 years Environmental Licensing experience, or equivalent.  Minimum 10 years of experience in the commercial nuclear power operations, engineering, or equivalent.  SRO Preferred, MS and/or MBA Preferred. Demonstrated Behaviors:  Demonstrated ability to communicate effectively.  Demonstrated leadership of maintenance and construction groups.  Initiate proactive action to accomplish objectives and goals on time and ensure all assigned tasks are completed.  Demonstrated ability to lead, manage and motivate a multidiscipline team.  Demonstrated understanding of integrated nuclear power plant operations. Other  Meets site access authorization requirements, standards, and testing.  Meets all requirements for Safeguards Information Access.  Travel will be required.
